The Presidency’s Lonely Dialogue (ECO 5, COP26)

ECO was awaiting yesterday’s Open Dialogue with excitement. After all, this is a key event to “enable admitted NGO constituencies to have an open dialogue with Parties” as mandated in (FCCC/SBI/2017/7).

However, after arriving ECO had to look in the dictionary to make sure that dialogue indeed means the kind of conversation that is carried out by more than one person…as in the opposite of a monologue.

For the first hour, only observers spoke, as no party was present in the room. The European Union eventually found its way to the room for a quick intervention in the end. ECO waited patiently for the presidency of COP27, Egypt. Or any other Parties for that matter.  Maybe delegates lost their venue map and could not find the room…or maybe delegates got their fingers stuck in a bowling ball or their goldfish fell sick – ECO assumes there must have been good reasons why only the UK and the EU showed up.

That’s why all nine constituencies jointly request to repeat the meeting in week two of COP26 – this time with an actual presence from Parties. ECO looks forward to a real dialogue.

El solitario diálogo de la Presidencia

ECO esperaba con emoción el Diálogo Abierto de ayer. Al fin y al cabo, se trata de un evento clave para “permitir a los grupos de ONGs admitidos mantener un diálogo abierto con las Partes”, tal y como se establece en (FCCC/SBI/2017/7).

Sin embargo, después de llegar, ECO tuvo que buscar en el diccionario para asegurarse de que diálogo significa efectivamente el tipo de conversación que se lleva a cabo por más de una persona… como en lo contrario de un monólogo.

Durante la primera hora, sólo hablaron los observadores, ya que ninguna de las partes estaba presente en la sala. Al final, la Unión Europea llegó a la sala para una rápida intervención. ECO esperó pacientemente a la presidencia de la COP27, Egipto. O a cualquier otra Parte.  Tal vez los delegados perdieron el mapa de la sede y no pudieron encontrar la sala… o tal vez los delegados se atascaron los dedos en una bola de bolos o sus peces de colores enfermaron – ECO supone que debe haber habido buenas razones por las que sólo el Reino Unido y la UE se presentaron.

Por ello, los nueve grupos solicitan conjuntamente que se repita la reunión en la segunda semana de la COP26, esta vez con la presencia real de las Partes. ECO espera que se produzca un diálogo real.
