It reports on the outcome of the Durban Conference and intersessional negotiation sessions in 2012 (Section 1), thereby acting as a benchmark for putting the main negotiation issues of the Conference of the Parties to the United Nations Framework Convention on Climate Change and the First Conference of the Parties serving as the Meeting of the Parties to the Kyoto Protocol (COP18 and CMP8) in Doha into context.
