Glasgow Dialogue: The Road to Loss and Damage Finance

About the webinar
As a result of the focused campaign by civil society, finance for Loss & Damage became the make or break issue of COP26. In a world experiencing increasing injustice and inequality, with the climate challenge up against debilitating global shocks, the people’s voices rose up and pushed Loss and Damage Finance further than ever before, with the Government of Scotland becoming the first to pledge dedicated financial assistance.
Whilst COP26 did not materialise the mountains of new and additional finance needed, it did result in the Glasgow Dialogue “between Parties, relevant organizations and stakeholders to discuss the arrangements for the funding of activities to avert, minimize and address loss and damage associated with the adverse impacts of climate change, to take place in the first sessional period of each year of the Subsidiary Body for Implementation, concluding at its sixtieth session (June 2024)”.
The Dialogue has no structure or mandated outcome however negotiating blocks such as the Alliance of Small Island States have made it abundantly clear that the expectation of the Dialogue is to set-out the architecture and process through which to set-up a Loss & Damage Facility by COP27.
We are now at a critical stage of the negotiations: COP27 has received a clear mandate from grassroots and frontline communities, as well as youth, civil society organisations, and the UNFCCC’s largest negotiation bloc, the G77+ China – representing 6 out of every 7 people in the world – to deliver a Loss and Damage Finance Facility. This webinar will chart a path to secure the Facility’s delivery, setting expectations for the Intersessional in Bonn through to COP27 in Egypt, presenting and discussing the key work required going forward.
