CAN Letter: Appeal to Ministers to attend MOP28 in Kigali, October 2016
Dear Minister,
This month a crucial meeting of the Montreal Protocol will negotiate a global agreement to phase down hydrofluorocarbons (HFCs), super greenhouse gases used primarily in air-conditioning and refrigeration.
At this final and critical stage of the negotiations, we appeal to you to lend your support and leadership to this effort by attending the 28th Meeting of the Parties to the Montreal Protocol, which takes place from 10-14th October in Kigali, Rwanda.
These Montreal Protocol negotiations are at an advanced stage following a series of meetings in 2016 during which a number of key challenges were resolved. Discussions are now focused on the elements of the phase down that will determine its impact on the climate system.
An agreement to phase down HFC consumption and production can avoid more than 100 billion tonnes of CO2-equivalent emissions by 2050 and up to 0.5°C warming by the end of the century. It is not only a significant contribution to climate change mitigation in its own right, it is also the first real test of the global commitments made last year under the Paris Agreement.
We appeal to you to demonstrate leadership on the global climate stage by attending the 28th Meeting of the Parties to the Montreal Protocol, to bring about an ambitious global agreement to address HFCs.
