A Working Paper: Understanding the Belém–Addis vision

Introduction
COP30 in Belém was a significant moment, as parties adopted the Belém Adaptation Indicators (BAI), which include a set of 59 indicators to measure global progress toward the Global Goal on Adaptation (GGA) under the UAE Framework for Global Climate Resilience (FGCR). This decision marks a significant shift from planning to implementation through a structured approach.
Along with the adoption of Belém Adaptation Indicators, Parties established the Belém–Addis vision (BAV) on adaptation as a two-policy alignment process (paragraph 21 12/CMA.7).
As outlined in the decision, it consists of two tracks:
- The experience track, as referred to in paragraphs 11 and 12 of -/CMA.7, where it:
- Encourages parties to test the Belém Adaptation Indicators
- Invites parties to integrate the FGCR targets and the Belem Adaptation indicators into their national planning processes and reporting, including Biennial Transparency Reports (BTRs), National Adaptation Plans (NAPs), Adaptation Communications, Nationally Determined Contributions (NDCs), and national communications.
- Technical track as referred to in paragraph 23 of -/CMA.7, which requests that the subsidiary bodies undertake technical work to improve metadata and methodologies, including establishing the task force.
