Climate Action Network

With over 1900 members in nearly 130 countries, Climate Action Network (CAN) is one of the largest civil society movements fighting for climate justice. Climate justice cannot be separated from social and racial justice, and this forms the basis of our work. We hold governments and leaders accountable to their climate pledges and demand putting people and the planet first. Resolving the climate crisis requires urgent transformational change. 

CAN International (CAN-I) is the International Secretariat of the global network, which has 24 regional and national nodes. We are committed to justice, equity, decoloniality, inclusion, diversity, bottom-up participatory processes and transparency. The CAN team is made up of individuals with passion, hope and drive to work for a better world for our current and future generations, guided by the principles of climate justice.

Platform of Action for Renewable Energy (PoA)

The Platform of Action for Renewable Energy (PoA), sitting within CAN-I, aims to promote and support rapid decarbonization globally through a rapid, just and equitable deployment of renewable energy to stay within the limits of the Paris agreement and thereby promote the achievement of all human rights. PoA aims to push renewable ambition and work towards a global move to 100% renewable energy.

PoA is publishing an annual Renewable Energy Tracker, which assesses the performance of 60 countries from an equity perspective – considering common but differentiated responsibilities as well as differences in economies and population sizes, and through a multi-dimensional analysis that covers deployment, ambition, finance, sustainability, etc. Countries are rated and ranked according to their performance across 20 quantitative indicators (Level 3), grouped into 7 categories (Level 2) and aggregated into 1 global rating (Level 1).

CAN-I/PoA is seeking an agency/consultant (therein referred as the Contractor) to design and develop interactive online data visualisations for the Renewable Energy Tracker.

  1. Scope of Work

CAN invites proposals from eligible web designers/developers or agencies to submit expressions of interest to design and develop data visualisation elements for our webpage. 

Deadline for project completion: 27th of September 2024

Working modality

  • Flexible hours, working remotely from anywhere in the world with strong internet connection
  • Regular updates and/or check-ins of each week, conference calls as needed

Objectives

  • Develop interactive charts and tables which can be embedded into the webpage and dispersed throughout the text from the data provided by PoA’s Data Specialist
  • Develop an interactive data explorer tool that is visually appealing and allows users to interactively engage with the data behind the RET.
    • The tool should be designed in a way that the PoA team can update it every year in line with the annual publication of the report
  • Collaborate with the PoA team and CAN-I’s webmaster to ensure the data visualisations and the data explorer work with the website.

Content

The developer is expected to provide:

  • One data explorer tool/dashboard enabling users to:
    • Visualise countries’ rankings as well as changes in ranking (up or down) compared to the latest edition, through tables and/or charts, for each of the levels mentioned above. 
    • Filter countries to be displayed in the ranking tables/charts according to several criteria: e.g. regions; income group; Advanced vs Emerging and developing economies; political grouping (e.g. BRICS, G20, G7). 
    • Select a specific country and visualise its performance across the 3 levels
  • Interactive charts and tables to be dispersed within the different sections or pages (key findings, blog posts)

Technical considerations

  • The online RET will be integrated into CAN’s website as a new page (or several pages) with a dedicated skin/UI. The data visualisations must therefore be compatible with the CAN website and provided as an iframe embed. The Contractor shall liaise with CAN-I’s webmaster to agree on the technical requirements to ensure compatibility with the site.
  • Data analysis is performed with R with libraries that support interactive charts and tables (R Markdown, ggplotly, gt, etc.). Proposals that would support or rely on such libraries are particularly welcome. The use of other data tools or libraries like Plotly Dash, Shiny, Tableau, Flourish etc. would be preferable compared to a custom-made tool, to allow PoA staff to easily update the data visualisations and explorer tool as the Tracker evolves (e.g. to add indicators and filtering categories, upload data annually, etc.)

Deliverables (proposal / tentative)

1– Inception Work Plan- Design / mockups for interactive graphs/tables and the data explorer tool- Decision on best technological choices (libraries, tools)
2– Development of interactive graphs/tables and data explorer tool 
3– Presentation of beta version of all visualisations- Revisions based on beta testing feedback
4– Documentation / handover to train PoA staff- Integration into CAN website in liaison with CAN-I’s webmaster
  1. Technical Bid Details and Financial Proposal

Expressions of Interest should include, but not be limited to, the following:

  • Application letter outlining the financial offer and terms
  • A technical proposal with an executive summary and CV/s of the web developer/s
  • A financial proposal in EUR outlining the anticipated costs, activities, milestones and deliverables
  • An initial plan of work outlining the activities, deliverables, milestones and target start and completion dates
  • References and/or samples for similar work done, including online data tools
  • Full contact details including email, telephones, addresses, contact person/s, and website/s if any
  • Submit all documents in one (1) PDF file that is not more than 15 pages
  1. Assessment Criteria

Proposals will be assessed by the selection committee using the following criteria:

  • Technical capacity – 50% (demonstrated by previous work samples and relevant skill set)
  • Financial proposal – 30% (competitive rates that are within the project budget)
  • Understanding of project objectives – 20% (clear alignment with the project’s objectives and a good grasp of the desired outputs)
