Consultancy for the Renewable Energy Tracker – Data analysis

Background

Climate Action Network (CAN) is a global network of more than 1,900 civil society organizations
in over 130 countries driving collective and sustainable action to fight the climate crisis and to
achieve social and racial justice.

As part of the Platform of Action for Renewable Energy (RE) project, CAN is publishing an
annual Renewable Energy Tracker (RET) report.

While the first two editions of the RET assessed differences in RE deployment and
investments across 60 countries (with some indicators for socio-economic benefits such as jobs
and energy access) – i.e., focusing on “how much” RE countries are deploying relative to their
population and economy size, this year’s report will focus on a smaller set of countries to
analyse in more detail how just, equitable, and sustainable the deployment of RE is, at the
national and sub-national level.

CAN’s view on what a “just, equitable and sustainable” transition to RE means can be found in
e.g. this position paper, and will be used as a basis to assess the countries, through a
qualitative approach, e.g. looking at incentives for community-based RE projects and local
ownership, affordability and accessibility of RE technologies, overreliance on false solutions,
etc.

Aim and scope

We are seeking to hire a consultant to complement this qualitative analysis with additional
quantitative indicators, for specific countries or for a set of countries.

Note that while previous RET editions included up to 20 quantitative indicators, we are seeking
to identify new indicators, with a greater emphasis on “how just & equitable” the transition to RE
is, as opposed to “how fast / how much” RE is being deployed.

Examples of indicators (indicative only) could be related to e.g. ownership (e.g. share of RE
projects owned by Global North companies in the selection of Global South countries), public
financial support (e.g. public support -including foregone revenues- for multinationals relative to
public investments in infrastructure or energy access schemes), end-use (e.g. share of RE
projects for captive or export-oriented industries, e.g. for hydrogen).

Tasks and deliverables

  1. Scoping work:
    • A mapping of potential indicators and data sources to complement the qualitative analysis.
  2. Data analysis & reporting:
    • Agreeing on a set of indicators to include in the report and agreeing upon the methodology for data analysis, liaising with the Report coordinator
    • Collecting and analysing the data for the selected indicators
    • Summary of findings to be included in the report, as well as any methodology notes, if needed
  3. Preparing some visuals to illustrate the findings in coordination with a designer, in order to present the quantitative findings clearly and appealingly (optional, to be decided based on budget and time)

Requirements

We are seeking to hire a consultant with experience in (renewable) energy data and policy, with
a track record of work conducted for NGO, environmental organizations, etc., and with a strong
focus on social justice and just energy transitions.

Timeline

  • Applications are open until June 22, 2025
  • Review of proposals and selection of consultant: by June 27, 2025
  • Consultancy period: expected to be around 2 weeks in July (with some flexibility for August as well). To be adjusted based on the scoping work and the budget
