Don’t Miss the Global Stocktake’s Road to Action / No te pierdas el camino a la acción del Balance Global (ECO 4, SB56)

ECO welcomes the first technical dialogue of the Global Stocktake. It is not often that such a UNFCCC technical process uses a format that fosters meaningful discussions, rather than just hearing statements. Co-designing the GST process and its inputs was the main demand of several UNFCCC constituencies, and ECO is happy that our words have been heard.

ECO is excited to participate in today’s opening plenary for the GST, and to be part of the so-called Roundtables, and the “World Café,” and all the events around the technical dialogue in the coming days. ECO is hoping to have meaningful discussions with Parties on the precise gaps we are facing in mitigation, adaptation, finance (including for loss and damage), equity, respect for Indigenous and human rights, protection and restoration of ecosystems and all other relevant topics to the Paris Agreement. ECO knows that Parties need no reminder that equity and human rights are both critical and not the same thing. Both must be actively and explicitly addressed in the Global Stocktake. This should come as no surprise to Parties. Indeed, all Parties have long-standing human rights obligations, as reflected in the Paris Agreement.

We all already know that we are not on track for 1.5°C. This technical dialogue is an important opportunity to bring solutions to the table and identify the best and fastest measures to meet the Paris goals. Both sector-specific and forward-looking exchanges during the dialogue will be great inputs for the political discussions that are still to come in the next Joint Contact Group of the Global Stocktake.

However, ECO wishes to issue a friendly reminder to our readers: during the technical dialogue, Parties and Observers should not forget an important question: “Why are we meeting today?” Because this is not just a technical exercise in the UNFCCC sphere nor an academic exchange of views. The technical dialogue is determining the content of the output phase of the Global Stocktake. A great deal hangs on this output. It must ensure that we conduct the best assessment of how the Paris Agreement, including its broader societal objectives, is being implemented worldwide, and how to do it faster.

The ultimate goal of the Global Stocktake is to deliver needed increases in ambition to meet the goals of the Paris Agreement, to protect people and ecosystems from the impacts of climate change. This means delivering increased action, including mitigation to stop worsening climate change, adaptation for communities and ecosystems facing impacts or addressing loss and damage to achieve climate justice. Meeting the goals of the Paris Agreement is only possible when all countries contribute their fair share of the burden to support global action and transformation. This is the only way to ensure the safety of people and the ecosystems of the planet.
And frankly, the opportunity for a course correction the GST offers is badly needed. The current NDC cycle is not working well. Not only are parties not meeting their current climate targets, those targets aren’t aligned with the 1.5°C goal. Therefore the Global Stocktake, and its technical phase with these dialogues, is a critical, can’t-afford-to-miss opportunity to fix this cycle and ensure the world meets the goals of the Paris Agreement. 

Time is not on our side, but it’s not too late. The IPCC is clear: we have but a few years to shift to a 1.5°C society. Today, and over the coming days at the Global Stocktake Roundtables, let us keep this in mind and not miss this opportunity to spur action, NOW!

No te pierdas el camino a la acción del Balance Global 

ECO acoge con satisfacción el primer diálogo técnico del Balance Global (GST, por sus siglas en ingés). No es frecuente que un proceso técnico de la CMNUCC utilice un formato que fomente debates significativos, en lugar de limitarse a escuchar declaraciones. El diseño conjunto del proceso del GST y sus aportaciones era la principal demanda de varios grupos de la CMNUCC, y ECO se alegra de que nuestras palabras hayan sido escuchadas.

ECO está encantado de participar en la sesión plenaria de apertura del GST de hoy, y de formar parte de las llamadas Mesas Redondas, y del “World Café”, y de todos los eventos en torno al diálogo técnico de los próximos días. ECO espera mantener debates significativos con las Partes sobre las brechas precisas a las que nos enfrentamos en materia de mitigación, adaptación, financiación (incluida la de pérdidas y daños), equidad, respeto de los derechos indígenas y humanos, protección y restauración de los ecosistemas y todos los demás temas relevantes para el Acuerdo de París. ECO sabe que las Partes no necesitan que se les recuerde que la equidad y los derechos humanos son fundamentales y no son lo mismo. Ambos deben ser abordados de forma activa y explícita en el Inventario Global. Esto no debería sorprender a las Partes. De hecho, todas las Partes tienen obligaciones de larga data en materia de derechos humanos, como se refleja en el Acuerdo de París.

Todos sabemos ya que no estamos en camino de alcanzar 1,5°C. Este diálogo técnico es una importante oportunidad para poner sobre la mesa soluciones e identificar las mejores y más rápidas medidas para cumplir los objetivos de París. Tanto los intercambios sectoriales como los prospectivos durante el diálogo serán grandes aportaciones para los debates políticos que están por venir en el próximo Grupo de Contacto Conjunto del Inventario Global.

Sin embargo, ECO desea hacer un recordatorio amistoso a nuestros lectores: durante el diálogo técnico, las Partes y los Observadores no deben olvidar una pregunta importante: “¿Por qué nos reunimos hoy?” Porque no se trata sólo de un ejercicio técnico en el ámbito de la CMNUCC ni de un intercambio académico de opiniones. El diálogo técnico está determinando el contenido de la fase de resultados del Inventario Global. De este resultado dependen muchas cosas. Debe garantizar que realicemos la mejor evaluación de cómo se está aplicando el Acuerdo de París, incluidos sus objetivos sociales más amplios, en todo el mundo, y cómo hacerlo más rápidamente.

El objetivo final del Inventario Mundial es aumentar la ambición necesaria para cumplir los objetivos del Acuerdo de París, para proteger a las personas y los ecosistemas de los impactos del cambio climático. Esto significa aumentar las acciones, incluyendo la mitigación para detener el empeoramiento del cambio climático, la adaptación para las comunidades y los ecosistemas que se enfrentan a los impactos o abordar las pérdidas y los daños para lograr la justicia climática. El cumplimiento de los objetivos del Acuerdo de París solo es posible cuando todos los países contribuyen con su parte justa de la carga para apoyar la acción y la transformación global. Esta es la única manera de garantizar la seguridad de las personas y los ecosistemas del planeta.

Y, francamente, la oportunidad de corregir el rumbo que ofrece el GST es muy necesaria. El actual ciclo de NDC no está funcionando bien. No sólo las partes no están cumpliendo sus objetivos climáticos actuales, sino que esos objetivos no están alineados con el objetivo de 1,5°C. Por lo tanto, el inventario mundial, y su fase técnica con estos diálogos, es una oportunidad crítica e ineludible para arreglar este ciclo y garantizar que el mundo cumpla los objetivos del Acuerdo de París. 

El tiempo no está de nuestra parte, pero no es demasiado tarde. El IPCC es claro: sólo tenemos unos pocos años para pasar a una sociedad de 1,5 °C. Hoy, y en los próximos días, en las mesas redondas del inventario mundial, tengamos esto en cuenta y no dejemos pasar esta oportunidad de impulsar la acción, ¡AHORA!
