Spotting the G in the GST / Detectando la G en el GST  (ECO 5, SB56)

We have all been waiting for this G moment, the Global Stocktake. A number crunching exercise. A moment to calculate fairytale emissions reductions and fancy carbon budgets, to fill in tons of tables, fulfill blurry indicators, and draw colorful figures. However, ECO wants to remind Parties not to lose the essential point in this exercise. 50 years of trying and you still don’t spot the G in mitiGation, nor in the Global adaptation Goal, nor in technoloGy nor in loss and damaGe? We are on fire and you refuse to see it.

Don’t you think that we should all cool down and give it one last try? How can we do things differently, so that we all stay alive? Just follow the instructions and listen to the Gender Action Plan. From priority area A to E you will find the right way to the G in the Paris aGreement. Science backs this approach. The latest IPCC report tells us that reducing our inequalities will help us cope with unbearably HOT situations. So, in the GST, let us focus on the crucial aspects that we should take stock of and let bloom. We must prioritize the needs of those at the forefront, and support their vital contribution to protecting ecosystems and ensuring a just, safe, and sustainable home for all. 

Because, dear friends, whether we like it or not, we live in a gendered world. From the moment we wake up to the moment we go to bed, all our actions are influenced by structural inequalities and their underlying gender patterns. And they count when it comes to overcoming crises and reaching the Paris Goal. How could we foster a massive energy transition when women and girls in all their diversity are kicked out from technical education and green jobs and are confronted with a glass ceiling in this sector? How is it possible to develop climate resilient agroecology when women farmers, who ensure food security, have neither access to nor control over water and financial resources? How on Earth would we be able to protect forests – the lungs of our earth- if Indigenous women and girls are denied land rights? How are we going to cut down emissions if patriarchy upholds harmful gendered behaviors and binaries – from the jobs we have, the transport we use, the foods we eat and the way we treat our waste – these binaries hold us back from all have equal rights and voice in climate action – and in turn, severely limit the possibility of action that is both inclusive and transformative.  

When discussing both the GAP and the GST, ECO wonders if Parties already forgot that they agreed on some essential conclusions during CSW66 in New York a few months ago. The enhanced Lima Work Programme on Gender and its GAP provide a more comprehensive, systematic approach to gender and climate justice. ECO now expects Parties to make progress on the implementation, with substantial means, building on the lessons of the Covid 19 pandemic.

That would certainly help them spot the G in the Global Stocktake.

Detectando la G en el GST

Todos hemos estado esperando este momento G, el Global Stocktake. Un ejercicio de cálculo de números. Un momento para calcular reducciones de emisiones de cuento de hadas y presupuestos de carbono de fantasía, para rellenar toneladas de tablas, cumplir con indicadores borrosos y dibujar cifras coloridas. Sin embargo, ECO quiere recordar a las Partes que no deben perder lo esencial de este ejercicio. ¿50 años de intentos y todavía no se ve la G en la mitigación, ni en el Objetivo Global de Adaptación, ni en la tecnoloGía ni en la pérdida y el damaGe? Estamos en llamas y ustedes se niegan a verlo.

¿No crees que deberíamos calmarnos y hacer un último intento? ¿Cómo podemos hacer las cosas de forma diferente, para que todos sigamos vivos? Sólo tienes que seguir las instrucciones y escuchar el Plan de Acción de Género. Del área prioritaria A a la E encontrarás el camino correcto hacia la G del Acuerdo de París. La ciencia respalda este enfoque. El último informe del IPCC nos dice que reducir nuestras desigualdades nos ayudará a afrontar situaciones de calor insoportable. Así que, en el GST, centrémonos en los aspectos cruciales de los que debemos hacer balance y dejar que florezcan. Debemos dar prioridad a las necesidades de quienes están en primera línea, y apoyar su contribución vital a la protección de los ecosistemas y a la garantía de un hogar justo, seguro y sostenible para todos. 

Porque, queridos amigos, nos guste o no, vivimos en un mundo con género. Desde que nos levantamos hasta que nos acostamos, todas nuestras acciones están influidas por las desigualdades estructurales y sus patrones de género subyacentes. Y cuentan cuando se trata de superar las crisis y alcanzar el Objetivo de París. ¿Cómo podemos fomentar una transición energética masiva cuando las mujeres y las niñas, en toda su diversidad, son expulsadas de la educación técnica y de los empleos verdes y se enfrentan a un techo de cristal en este sector? ¿Cómo es posible desarrollar una agroecología resistente al clima cuando las mujeres agricultoras, que garantizan la seguridad alimentaria, no tienen ni acceso ni control sobre el agua y los recursos financieros? ¿Cómo vamos a poder proteger los bosques -los pulmones de nuestra tierra- si a las mujeres y niñas indígenas se les niega el derecho a la tierra? ¿Cómo vamos a reducir las emisiones si el patriarcado mantiene comportamientos y binarios de género perjudiciales -desde los trabajos que tenemos, el transporte que utilizamos, los alimentos que comemos y la forma en que tratamos nuestros residuos- estos binarios nos impiden que todos tengamos los mismos derechos y la misma voz en la acción climática y, a su vez, limitan gravemente la posibilidad de una acción que sea inclusiva y transformadora?  

Al discutir tanto el GAP como el GST, ECO se pregunta si las Partes ya han olvidado que acordaron algunas conclusiones esenciales durante la CSW66 en Nueva York hace unos meses. El Programa de Trabajo de Lima mejorado en materia de género y su GAP proporcionan un enfoque más exhaustivo y sistemático sobre el género y la justicia climática. ECO espera ahora que las Partes avancen en la aplicación, con medios sustanciales, aprovechando las lecciones de la pandemia de Covid 19. 

Eso les ayudaría sin duda a detectar la G en el Inventario Global.
