Brazil and Article 6: The truth is out there (ECO 1, COP26)

The Brazilian delegation has offered to help clear up some confusion about its Article 6 positions. The delegation has noted that some negotiators and observers of limited imagination have had difficulty understanding how a country with an economy-wide emissions reduction target in its NDC could also have emissions reductions “outside its NDC”.

The Brazilian Head of Delegation admits that the concept can’t be easily explained or understood. However, the delegation and certain parts of Brazil’s government and economy are totally committed to the concept, especially because of its usefulness in justifying exemptions from inconvenient “corresponding adjustments” or CAs. While some argue that CAs are necessary to avoid double counting of emissions reductions and to make sure carbon accounting corresponds to how much carbon humans emit to the atmosphere, Brazil would like us to believe that nothing could be further from the truth.

The Head of Delegation has been insisting that Brazil is ready to be flexible in reaching agreement on Article 6 at COP26. He notes that Brazil has already shown considerable flexibility, including conceptual flexibility that challenges traditional and outdated notions of emissions accounting that hold that there is nothing “out there” beyond economy-wide targets in terms of emissions and emissions reductions. The Brazilian delegation is optimistic that with a greater effort to communicate clearly, they can overcome the failures of its previous attempts to generate support for this admittedly difficult and mind-bending concept.

The delegation has thus enlisted the support of leading Brazilian climate change experts and spokespeople to help explain this concept.

“As perhaps the only Brazilian to have been to space, I am here to tell you that, space is big and has enough room for anything we can imagine, along with many things that we can’t. I have seen many strange and wonderful things out there in extra-terrestrial space and now if they tell me there can be extra-economy-wide emissions reductions, who am I to question that. After all, like many of those defending Brazil’s negotiating positions, I want to believe.

“If we think big, we can imagine many things. Think of the universe. Scientists tell us that the universe is 93 billion light years across. But what is beyond that? If I took a really fast space ship and went to the edge of the universe, what would I find? We don’t know, do we? Perhaps I would find emissions and where there are emissions, there can also be emissions reductions. If so, they would certainly be outside Brazil’s NDC, and as a Brazilian I could claim them for Brazil.”

“Every year we plant billions and billions of tender young eucalyptus seedlings, who suck millions of tonnes of CO2 from the atmosphere in their short lifetimes before being cut down and ground into fibers for paper, like what this ECO newsletter is printed on. What?! You are not allowed to distribute printed copies? That’s terrible!! But in any case, our trees are heroically saving the world from climate change and we can’t sell emissions credits to ensure our efforts are properly compensated. The government says that if we had to apply corresponding adjustments we would be allowing the private sector to profit while transferring responsibility for meeting Brazil’s targets to the government. I don’t see any problem with that. But I realise we need a plausible explanation for why profiting from carbon credits from BAU tree plantations at an industrial scale is good for Brazilians.

So here goes: As an engineer I had to study a lot of complex mathematics, including linear algebra that allowed for an infinity of dimensions, beyond the usual 3 or 4 that ordinary people are familiar with, and that Brazil’s emissions inventory is based on. So I would propose that the emissions reductions we want to claim outside Brazil’s NDC and inventory exist in those higher mathematical dimensions, which can be accurately measured and quantified even though we are not 100% sure they actually exist.

Every election, political candidates all around the world have to submit their reports on their campaign spending and swear that they are complete and exhaustive. But of course we have our parallel system of accounting, where we have sources of funding and expenses that aren’t recognised by the accounting systems imposed by governments and bureaucracies. What kind of an idiot would restrict themselves to only one system of accounting? Losers, that’s who! If Brazil wants to be a winner, we have to think outside the box, and beyond the emissions inventories imposed by the globalist UN rules.”

“We are here at the COP to show the real Brazil, one that is different from the false and unfair image painted by the communist media and communist satellites. The pandemic is over in our country thanks to hydroxychloroquine. Corruption is quelled. The Amazon is not going up in smoke. Indigenous lands are not being devastated. Illegal deforestation is neither deforestation nor illegal. The same applies to double counting: it is neither double, nor counting. If Sir Isaac Newton could attend COP26, he would agree with me: only half of what goes up must come down twice. And last but not least, where is our US$ 10 billion?”

Brasil y el artículo 6: La verdad al desnudo

La delegación brasileña se ha ofrecido a ayudar a aclarar cierta confusión sobre sus posiciones respecto del artículo 6. La delegación ha observado que algunos negociadores y observadores de imaginación limitada han tenido dificultades para entender como un país con un objetivo de reducción de emisiones para toda la economía en su NDC también podría tener reducciones de emisiones “fuera de su NDC”. 

El jefe de Delegación brasileña admite que el concepto no se puede explicar o entender fácilmente. Sin embargo, la delegación y ciertas partes del gobierno y la economía de Brasil están totalmente comprometidas con el concepto, especialmente debido a su utilidad para justificar exenciones de los inconvenientes “ajustes correspondientes” o CA. Si bien algunos argumentan que las CA son necesarias para evitar la doble contabilización de las reducciones de emisiones y para asegurarse de que la contabilidad del carbono corresponda a la cantidad de carbono que los humanos efectivamente emiten a la atmósfera, a Brasil le gustaría que creyéramos que nada podría estar más lejos de la verdad. 

El jefe de delegación ha insistido en que Brasil está dispuesto a ser flexible para llegar a un acuerdo sobre el artículo 6 en la COP26. Señala que Brasil ya ha demostrado una flexibilidad considerable, incluida la flexibilidad conceptual que desafía las nociones tradicionales y obsoletas de contabilidad de emisiones que sostienen que no hay nada ahí fuera más allá de la economía amplia en términos de emisiones y reducciones de emisiones. La delegación del Brasil es optimista en cuanto a que, con un mayor esfuerzo por comunicarse con claridad, se puede superar los fracasos de sus intentos anteriores de generar apoyo para este concepto ciertamente difícil y sorprendente. 

Por lo tanto, la delegación ha reclutado el apoyo de destacados expertos y portavoces brasileños en cambio climático para ayudar a explicar este concepto.

“Como quizás el único brasileño que ha estado en el espacio, estoy aquí para decirles que el espacio es grande y tiene suficiente espacio para cualquier cosa que podamos imaginar, junto con muchas cosas que no podemos. He visto muchas cosas extrañas y maravillosas en el espacio extraterrestre y ahora, si me dicen que puede haber reducciones de emisiones por fuera de la totalidad de la economía, ¿quién soy yo para cuestionar eso? Después de todo, como muchos de los que defienden las posiciones negociadoras de Brasil, quiero creer. 

“Si pensamos en grande, podemos imaginar muchas cosas. Piensa en el universo. Los científicos nos dicen que el universo tiene 93 mil millones de años luz de diámetro. Pero, ¿qué hay más allá de eso? Si tomara una nave espacial realmente rápida y fuera al borde del universo, ¿qué encontraría? No lo sabemos, ¿verdad? Quizás encontraría emisiones y donde hay emisiones, también puede haber reducciones de emisiones. Si es así, ciertamente estarían fuera de la NDC de Brasil, y como brasileño podría reclamarlos para Brasil”.

“Cada año plantamos billones de tiernos plantines de eucalipto, que absorben millones de toneladas de CO2 de la atmósfera en sus cortas vidas antes de ser cortadas y trituradas para convertirse en fibra de papel, como en lo que se imprime este boletín ECO. ¡¿Qué?! ¿No se les permite distribuir copias impresas? ¡¡Eso es terrible!! Pero, en cualquier caso, nuestros árboles están salvando heroicamente al mundo del cambio climático y no podemos vender créditos de emisiones para garantizar que nuestros esfuerzos sean compensados adecuadamente. El gobierno dice que, si tuviéramos que aplicar los “ajustes correspondientes “(CA), estaríamos permitiendo que el sector privado se beneficie mientras transferimos la responsabilidad de cumplir con los objetivos de Brasil al gobierno. No veo ningún problema con eso. Necesitamos una explicación plausible de por qué beneficiarse de los créditos de carbono de las plantaciones de árboles BAU a escala industrial es bueno para los brasileños. 

Así que aquí va: Como ingeniero tuve que estudiar muchas matemáticas complejas, incluido el álgebra lineal que ha permitido a los seres humanos una infinidad de dimensiones, más allá de las 3 o 4 habituales con las que la gente común está familiarizada, y en la que se basa el inventario de emisiones de Brasil. Por lo tanto, propondría que las reducciones de emisiones que queremos reclamar fuera de la NDC y el inventario de Brasil existan en esas dimensiones matemáticas más altas, que se pueden medir y cuantificar con precisión a pesar de que no estamos 100% seguros de que realmente existan. “

Perdedores, ¡solo ellos! Si Brasil quiere ser un ganador, tenemos que pensar creativamente, y más allá de los inventarios de emisiones impuestos por las reglas globalistas de la ONU”.

“Estamos aquí en la COP para mostrar el verdadero Brasil, uno que es diferente de la imagen falsa e injusta pintada por los medios comunistas y los satélites comunistas. La pandemia ha terminado en nuestro país gracias a la hidroxicloroquina. Se sofoca la corrupción. El Amazonas no se está destruyendo, ni quedando en cenizas. Las tierras indígenas no están siendo devastadas. La deforestación ilegal no es deforestación, ni es ilegal. Lo mismo se aplica al doble conteo: no es ni doble, ni conteo. Si Sir Isaac Newton pudiera asistir a la COP26, estaría de acuerdo conmigo: solo la mitad de lo que sube debe bajar dos veces. Y por último, pero no menos importante, ¿dónde están nuestros US$ 10 mil millones?“
