Agenda 2030 Working Group

The CAN Post-2015 Group first united around the Rio+20 negotiations in 2012. With the looming UNFCCC 2015 deadline for countries to agree on an international plan to save the climate, and the 2015 expiration of the UN Millennium Development Goals (MDGs), CAN aims to bring the development and environment movements together.. CAN works closely with other NGO campaigns including Beyond 2015 and CIVICUS. CAN has also been active in the Open Working Group Process to define the new set of Sustainable Development Goals (SDGs) and targets as well as in the Intergovernmental Negotiation Process (IGN) to agree on the Post-2015 SDG agenda. Currently, CAN has joint positions with Beyond 2015 on the Post-2015 Sustainable Development Agenda on both Environmental Sustainability and Energy.

CAN Briefing: Climate Change and Financing for Sustainable Development, April 2015

~~The aim of this paper is to highlight both the importance and the potential of the Finance for sustainable Development (FFsD) process in advancing global efforts to tackle climate change. At present, FFsD does not specifically address climate change among or through the issues and mechanisms that are being discussed within the process – namely international public finance, domestic resource mobilisation (tax and private capital), international private finance, trade, and debt and systemic issues that form the Monterrey Consensus on FFD at the basis of the Addis Ababa Accord.

CAN Briefing: Measuring what matters in the climate change SDG, March 2015

~The SDGs must contribute to a global low-carbon climate resilient development pathway, to keeping global warming below dangerous levels and to massively scale up actions to adapt to climate impacts. An adequate implementation is necessary to reach the goals at the level that science demands. Well-designed indicators are an important tool to guide adequate action and to monitor progress, to help raise ambition and to measure what matters. In addition, to catalyse action, indicators need a clear timeframe with intermediate goals to have time to adjust and improve.

CAN input to post-2015 declaration

To emphasise the need for ambitious action in the short, medium and long-term, Climate Action Network recommends that the declaration on post-2015 sustainable development includes:

1. To include a reference to crucial goals for the tomorrow we want: “to avoid the worst effects of climate change we must phase out carbon emissions and phase in 100% renewable energy with sustainable energy access for all” with the possible addition “as early as possible, but not later than 2050”

В сентябре на улицах Нью-Йорка вершилась история: более 400 тысяч человек вышли, чтобы сказать миру: «Нам нужны действия в защиту климата – сейчас!» И КС20 в Лиме должна стать поворотным моментом в переговорах: политическая воля правительств должна соответствовать этому призыву людей по всему миру быть амбициозными в борьбе против изменения климата.

Создание Дурбанской платформы активизации действий (ADP) стало результатом КС17, и результатом ее работы должно стать новое глобальное климатическое соглашение, которое планируется утвердить в рамках КС21 в Париже в 2015 году.

今年9月份,当来自各行各业的40多万民众走上纽约街头告诉全世界“我们需要更多的行动来应对气候变化”时,历史已经被创造。即将在利马举行的第二十次缔约方大会(COP20)(以下简称“利马会议”)必须成为各国应对气候变化政治意愿的一个转折点,以此呼应全世界民众的期盼。

在第十七次缔约方大会上,各国就增强行动的德班平台达成一致,在此平台上的谈判将在2015年举行的巴黎第二十一次缔约方大会(COP21)达到高潮,届时各国将就下一步如何制定全球应对气候变化协议的达成共识。

利马会议将为下一步的谈判发挥关键性作用,因为它将确定2015年全球气候协议的要素。鉴于民众不断高涨的呼声和政府间气候变化专门委员会(IPCC)的最新科学评估,利马会议需要调动各国政治意愿就2015年协议的框架、组成、以及目标等做出决定。

因为利马会议将为巴黎谈判的成果奠定基础,气候行动网络(Climate Action Network)就本次会议需要解决的问题提出看法,以此为2015年的协议打下正确的基础。

History was created when more than 400,000 people from all walks of life took to the streets of New York City in September to tell the world, ‘More Climate Action, Now’.  COP 20 in Lima must be the turning point for political will from governments to reflect these ambitious calls by people from across the world.

At COP 17, Governments agreed to the Durban platform for enhanced action.  Negotiations under the Durban platform will culminate in 2015 at COP 21 in Paris, where Parties are to agree to the next stage of a global climate agreement.

While pre-2020 actions will determine a strong platform and foundation for the 2015 agreement, Governments are also deliberating on the shape, composition and ambition of the new agreement under work stream 1 of the ADP to come into action in 2020.
