Around the world millions of people have taken to the streets — from Hong Kong, the UK, Haiti, Lebanon, Ecuador, and Chile — demanding their right to a better life. These protests are the culmination of increasing public awareness and a lack of government action to address the root causes of the climate emergency and social injustice; the two of which are fundamentally linked.
Climate Action Network (CAN) International thanks for the opportunity to provide its views on the WIM review in this submission. Agreeing on a further submission at SB50 is important in order to allow Parties and observer organisations sharpen and reshape their positions and contributions along the key criteria and aspects agreed as part of the Terms of Reference (ToRs) for the Review. As a lot of important information was already presented in previous submissions by Parties and observer organisations, CAN would like to recall its contributions as important inputs and which should still be taken into account by Parties when conducting the review, including:

With regard to the issues of nutrient use, manure management, and sustainable and resilient agricultural systems, the Koronivia Joint Work on Agriculture (KJWA) should pay special attention to the climate, socio-economic and environmental harm caused by the use of synthetic nitrogen fertilisers, in contrast to the multiple advantages conferred through the use of agroecological practices.
"How dare you? To come here and say that you are doing enough,” Greta Thunberg asked world leaders at the recent Climate Action Summit. Overall, the political commitments, especially from large emitters failed to provide an adequate response to the climate crisis. The IPCC report is clear: We need to halve global GHG emissions by 2030.
Climate Action Network provides this briefing outlining its expectations on the package that needs to be delivered at COP25 to inform ministers and the Chilean presidency in view of the Ministerial Pre-COP gathering to be held on October 8-10, 2019. The briefing is based on the key issues to be decided at COP25 and the agenda of the Pre-COP.
The IPCC will release its Special Report on the Ocean and Cryosphere in a Changing Climate (SROCC) on 25 September in Monaco.
Oceans and ice (the cryosphere) harbour unique and rich biodiverse ecosystems. Oceans contain about 97% of all water and cover more than 70% of the earth’s surface. Ice, snow and glaciers cover about 10% of terrestrial surface, particularly in the polar regions and in the Himalayas, but contain 70% of the planet's freshwater allowing life on land to thrive.
Oceans and the cryosphere are intensively linked with the global carbon cycle and climate change impacts in various ways, as buffers and a source of climate change.
Because oceans are a sink for about one quarter of all human-induced carbon dioxide, the marine environment is experiencing rates of acidification unprecedented in geological time scales, contributing to the mass die-off of coral ecosystems, for instance.
The glacial ice sheets are melting at an exponential speed resulting from global warming and are now the largest reason for the global sea level rise the annual rate of which was never higher than in 2018 since measurements started.

1. Robust adaptation and mitigation actions are the first-line solutions to climate change. SRM is not a substitute for either and should not be seen as climate action.

Introduction and background
The IPCC will release its Special Report on Climate Change and Land (SRCCL) on 8th August. Land is unique as both a source and sink of greenhouse gases, both a contributor of pollution and provider of sustenance for humans and the rest of terrestrial organisms with which we share this planet. That uniqueness leads to a myriad of complex relationships and trade-offs to be navigated in addressing climate change and its impacts, which are the core of what the IPCC will consider in its special report.
Atmospheric Carbon Dioxide concentrations are now higher than any time in at least the last three million years. Global warming levels vary around the planet and over land are almost double the global average since pre-industrial times, and in polar regions are up to four times higher - already exceeding the critical threshold of 1.5C in many locations.
The finite land area faces diverse and often competing land use requirements. It must provide food, fibre, freshwater and fodder for all, protect biodiversity, guarantee carbon sequestration while facing a multitude of dire impacts like increasingly extreme weather, pollution, soil erosion and deforestation. While there is more than enough food for all, about one third of all food is wasted and more than 10% of global population go to bed hungry every day. Transformational and pro-poor, pro-equity changes need to be part of a new legislative governance system on land to overcome perverse incentives that erode the basis for ecosystems and humans.
The SRCCL will be released against the backdrop of two other recent global assessments: the 2018 report by the IPCC on staying below 1.5 °C, and the May 2019 global assessment report on the state of biodiversity and ecosystem services by the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES).
The IPCC report on the feasibility and challenges of staying below a 1.5°C threshold clearly showed that current climate pledges (Nationally Determined Contributions, NDCs) fall far short of achieving the Paris Agreement targets, leading instead to a 3-4°C warming over pre-industrial times by the end of this century. The IPBES report concluded that a biodiversity crisis is resulting in the collapse of natural and agricultural ecosystems, posing a threat to life on Earth as serious as the climate crisis.
The release of the SRCCL coincides with the period in which governments are expected to enhance their pledges for climate action under the Paris Agreement. CAN is urging all governments, particularly of richer, higher emitting economies, to strongly update and strengthen their climate pledges (NDCs) by 2020 at the latest, in line with a need to reduce carbon pollution by 50% by 2030 compared to today as suggested by the IPCC in its 1.5 C report. In particular, governments must use the important findings of the IPCC SRCCL to design and incorporate actions on resilience building, adaptation and mitigation in the land sector as they enhance their NDCs over the coming months. Actions by governments on carbon pollution in the land sector shall not be traded off with deep carbon emission reductions in industrial and energy sectors. To have a chance to avert climate chaos, we need all actions to be ambitious, transformational and simultaneous.
CAN’s expectations for the land report fall under four themes:
1. The IPCC should recognize the enormous mitigation and adaptation potential of terrestrial ecosystems if maintained and enhanced
The climate and biodiversity crises are interlinked, with important implications for effective climate action. There is significant climate risk if we fail to protect and restore the biodiverse natural ecosystems – forests, wetlands, grasslands – across the planet, which contribute to climate stability and resilience while also serving as huge stores of carbon. Mitigation solutions that also address the biodiversity crisis should be prioritised over other approaches.
The IPCC should create a clear strategic hierarchy for climate action in land and forests. Carbon rich primary ecosystems (forests, peatlands, wetlands, mangroves, savannas) are irreplaceable. The report should make clear that governments should immediately prioritise their protection, improved management, buffering and reconnection so as to maximise ecosystem integrity, stability and resilience. As an overriding priority, CAN urges a cessation of all deforestation in primary forests within the next few years and well before 2030 together with the protection of all primary ecosystems by governments to be part of their enhanced NDC for 2030.
- The focus of governmental interventions must be on protecting terrestrial carbon stocks rather than their current emphasis on accounting for carbon fluxes between ecosystems and the atmosphere
- There is a paramount need for practical, ecologically robust and resilient pathways to restore carbon rich ecosystems based on re-establishing ecological connectivity and rebuilding ecosystem health and resilience. The SRCCL should make clear the superior mitigation benefits of encouraging recovery of secondary natural forests to their biological potential over new plantings, and especially over monocultures of trees
- While the world also needs production forests for various human needs, simply continuing and scaling up business-as-usual approaches to forest management is not an effective climate solution. The role of forest degradation, including that associated with industrial wood production, in contributing to emissions through loss of carbon stock must be made explicit
- When natural forests and plantations are utilised for bioenergy on a large scale, the immediate climate impacts of emissions are too large to be naturally recovered within the limited time we have left to achieve emissions reduction. In addition, the present accounting of all bioenergy use as carbon-neutral is methodologically and scientifically wrong and provides perverse incentives
2. There will be significant impacts on food security and global ecosystems if there is large-scale use of land for mitigation using bioenergy, bioenergy carbon capture and storage (BECCS), and large-scale afforestation
Many climate models assume a scale of land use for mitigation (negative emissions ) that far exceeds what is possible or reasonable. The large-scale use of land for mitigation purposes alone would have myriad unacceptable consequences, threatening food production, biodiversity, and water supplies. Mitigation through protecting and restoring forests and other carbon-rich ecosystems far outperforms forest monocultures, which should be clearly outlined in the final report. CAN urges the IPCC and governments to focus primarily on ecological, nature-based solutions to complement the deep decarbonisation needed in other sectors across the economy.
- The IPCC must emphasize the potential impacts of large-scale monoculture bioenergy and BECCS and large-scale afforestation plantations. Large-scale use of land for mitigation can lead to severe and adverse side effects for adaptation, native biodiversity and food security, increase land degradation, desertification, water availability, groundwater eutrophication with high nitrogen fertiliser, as well as provoking carbon losses elsewhere through indirect land use change
- The IPCC should recognise new conservation science showing that natural and biodiverse ecosystems are much more resilient to climate change than large-scale monoculture plantations for forestry or/and BECCS. The permanence of CO2 sequestered by monocultures is orders of magnitude less than what natural forests can sequester, and is very vulnerable to losses by drought, heat, storms and insect outbreaks
- By contrast the protection and restoration of native forests and other carbon-rich ecosystems is beneficial for biodiversity, reduces land degradation and water shortage, helps to adapt to climate change, sequesters large amounts of CO2, and decreases vulnerability to drought, heat, disease and other increasing weather extremes.
3. Agriculture and food systems can play a central role in climate mitigation; at the same time, agriculture and food production are seriously threatened by climate changes on precipitation and temperature
Land use systems including agriculture and food production are responsible for over 20% of greenhouse gas emissions. Chief contributors are emissions from deforestation, forest degradation and drainage of peatlands alongside meat production and from the use of synthetic nitrogen fertilizers. Reducing industrial produced beef and dairy in diets and shifting towards agroecological production methods that reduce or eliminate the use of synthetic fertilizers could on their own substantially reduce emissions from agricultural production. Industrial and high-input production systems tend to have far greater land use and climate impacts than small-scale food producers or pastoralists who rely on less intensive and more ecological production methods.
Climate change will have serious consequences for the poorest and most food insecure communities, affecting all four pillars of food security: availability, access, utilisation, and stability. Support for adaptation, particularly for small-scale food producers and pastoralists, must be a priority of governments. Limits to adaptation will be reached in many regions as warming continues, leading to loss of agricultural livelihoods, widespread food insecurity, and migration of affected people, underscoring the critical need to keep warming below 1.5°C.
- The report should provide strong support for the potential of agroecological production methods and practices, including agroforestry systems, to significantly contribute to both adaptation and mitigation of climate change. Agroforestry systems can contribute to reducing emissions while at the same time sequestering carbon in trees. Healthy soils hold more water, are more fertile, and contain more carbon. Increasing the on-farm diversity of trees, crops, and animals helps build resilience and reduces the need for synthetic nitrogen fertilizers
- The report should recognize the central role of farmers in addressing climate change and the need to support farmer-to-farmer sharing of knowledge, know-how, and seeds
- Governments must respond with strong policy measures on the well-known and likely repeated findings by the IPCC and include them in their NDC. There is considerable potential for climate mitigation through demand side interventions in the food system, notably dietary shift and prevention of scandalously high food loss and waste. Dietary shifts towards less meat and dairy consumption also reduce the high land demand of industrial meat consumption and improve overall health. These shifts need to be undertaken in the context of tackling malnutrition, which for some populations may require increasing dietary diversity, and with recognition of where consumption is too high.
4. Land rights, tenure, a central role for local communities, and gender equity are all foundational elements for actions to be taken in the land sector
The IPCC report should lay out a compelling case for governments to invest in and legislate secure land rights for indigenous peoples, small-scale farmers, peasants and their families both as a cost-effective climate mitigation strategy and as a means to advance broader development and achieve the sustainable development goals (SDGs).
- Globally indigenous peoples and rural communities inhabit over 50% of the world’s lands and are stewards of our commons – land, forests and water. Yet only 10% of land is recognized as community land and there is a lack of recognition of customary land tenure systems
- The collective natural resources governed by Indigenous Peoples and local communities are biodiversity hotspots that maintain the ecological balance of our planet and help regulate the climate that enables global food production. Research shows that their lands store massive amounts of carbon – at least 300 billion tons
- Lack of tenure security exacerbates pressure from large agribusinesses and deforestation driven by the demand for agricultural commodities, and exacerbates inequitable access to land resources. In contrast, evidence suggests that recognition of community lands enhances forest conservation, reduces forest disturbance, and leads to lower rates of deforestation. In addition, when small farmers are given secure title to land, they are much more likely to invest in agroecological practices like agroforestry that enhance soil carbon stocks while promoting ecological resilience and enhancing productivity
- It is particularly important to close the gender gap, recognize women’s land rights and gendered issues around agriculture and climate change, and ensure that women have opportunities for meaningful participation in decision-making and resource and land use management
- Engaging indigenous peoples, local communities, women, and particularly vulnerable groups in decision-making is vital for ensuring effective, sustainable policies and managing potential trade-offs.
CAN is convinced that this will all contribute to better governance of land, significantly reduce land-based GHG emissions while generating long-term carbon sinks, protect biodiversity, establish much more sustainable food security, strongly increase resilience building and adaptation to climate extremes and enhance social and land justice particularly for the rural and poor population.
